AN ORDINANCE OF ESCAMBIA COUNTY, FLORIDA, AMENDING PART II OF THE ESCAMBIA COUNTY CODE OF ORDINANCES, THE ESCAMBIA COUNTY COMPREHENSIVE PLAN: 2030, AS AMENDED; AMENDING CHAPTER 7, “THE FUTURE LAND USE ELEMENT,” POLICY FLU 1.1.1, TO PROVIDE FOR AN AMENDMENT TO THE 2030 FUTURE LAND USE MAP, CHANGING THE FUTURE LAND USE CATEGORY OF TWO PARCELS LOCATED WITHIN SECTION 14, TOWNSHIP 2N, RANGE 31W, PARCEL NUMBERS 14-2N-31-2001-000-005 AND 14-2N-31-2001-001-005 TOTALING 35.18 (+/-) ACRES, LOCATED ON MEHARG ROAD FROM AGRICULTURE (AG) TO AGRICULTURE RESIDENTIAL (AR); PROVIDING FOR A TITLE; PROVIDING FOR SEVERABILITY; PROVIDING FOR INCLUSION IN THE CODE; AND PROVIDING FOR AN EFFECTIVE DATE.
The purpose of this hearing is to receive public comments regarding a proposed Comprehensive Plan Amendment (SSA-2023-11), a small-scale amendment to the Comprehensive Plan Year 2030 Future Land Use Map, changing the future land use category of the parcels.
All interested parties may appear at the public hearings and be heard regarding the proposed Ordinance. A draft of the proposed Ordinance is available for review at the Ernie Lee Magaha Government Building, 221 Palafox Place, First Floor, Deputy Clerk’s Office, Suite 110, Pensacola, FL 32502 and the Escambia County Development Services Department, 3363 West Park Place, Pensacola, FL 32505.
The Planning Board and the Board of County Commissioners do not make verbatim transcripts of their meetings; any person who wishes to appeal (to Circuit Court) any matter considered at such meetings or hearing will need to independently ensure preparation of a verbatim transcript of the proceeding that includes the testimony and evidence upon which the appeal will be based.

NOTICE OF INTENT TO ADOPT
A RESOLUTION TO USE THE
UNIFORM METHOD OF
COLLECTING NON-AD VALOREM SPECIAL ASSESSMENTS
The Board of County Commissioners of Escambia County, Florida (the “Board”) hereby provides notice, pursuant to Section 197.3632(3)(a), Florida Statutes, of its intent to use the uniform method of collecting non-ad valorem special assessments to be levied within both the unincorporated and incorporated areas of Escambia County, for the cost of providing street lighting, road paving and drainage, road resurfacing, disposal and recycling of solid waste, stormwater management, fire protection services, parks, recreation and amenities, water services, utilities services, sewer and lift station services, data communications services, natural resource protection, code enforcement, nuisance abatements, dredging, law enforcement and mosquito services commencing for the Fiscal Year beginning on October 1, 2024. The Board will consider the adoption of a resolution authorizing use of the uniform method of collection and compliance with Section 197.3632, Florida Statutes, at a public hearing to be held at 5:31 p.m., December 7, 2023, or as soon thereafter as possible, in the Board of County Commissioners’ Chambers, 1st Floor, 221 Palafox Place, Pensacola, Florida. The resolution will state the need for the levy and will contain a legal description of the boundaries of the real property subject to the levy. A copy of the proposed form of resolution, which contains the legal description of the real property subject to the levy, shall be available for public inspection during regular business hours in the Escambia County Management and Budget Services Office and in the Office of the Clerk of the Circuit Court and Comptroller, 221 Palafox Place, Pensacola, Florida. All interested persons are invited to attend and be heard regarding the proposed resolution.
In the event any person decides to appeal any decision by the Board of County Commissioners with respect to any matter relating to the consideration of the resolution at the above-referenced public hearing, a record of the proceeding may be needed and in such an event, such person may need to ensure that a verbatim record of the public hearing be made, which record includes the testimony and evidence on which the appeal is to be based.
