Notice is hereby given of a public hearing, held by the Board of County Commissioners of Escambia County, Florida at 5:33 p.m. on Thursday, August 1, 2024, in the Board of County Commissioner Chambers, First Floor of the Escambia County Governmental Complex, 221 Palafox Place, Pensacola, Florida. This hearing affords an opportunity for public comment on the Mass Transit Program of Projects for which federal capital assistance is being requested under the Section 5339 Bus and Bus Facilities Formula Grants. These Section 5339 formula grant programs are authorized by Chapter 53 of title 49, United States Code.

PROGRAM OF PROJECTS

 

The budgets for these grant applications total $1,178,652 capital projects to purchase ADA Paratransit Scheduling Software; Replacement Service Vehicles; and to Rehab/Renovate Security Systems.

 

5339 Notice of Public Hearing FFY21 FFY22 FFY23 Formula Capital Grants

 

These proposed projects, including any amendments, becomes the final Proposed Project when approved by the Board of County Commissioners after receiving comments at the scheduled public hearing.  In the event changes are made to the program at the public hearing, a revised Final Project will be published.

 

The total available amount for the program is based on the allocation of the section 5339 formula funding for FFY21 - $400,357; FFY22 - $383,717; and FFY23 - $394,578.  If awarded, funding will be authorized under the Section 5339 Bus and Bus Facilities in an amount determined by the Award.
   
Escambia County Area Transit (ECAT) provides fixed route transportation throughout the Pensacola Urban Area. Escambia County provides Paratransit Demand Response for ADA qualified persons throughout the County.

 

Escambia County offers reduced fares for elderly and citizens with disabilities on the fixed route service at all times.

 

No persons, families or businesses will be displaced by this project.

 

The proposed project is expected to have a positive environmental impact upon the urban service area.

 

At the hearing, the Board of County Commissioners will afford an opportunity for interested persons or agencies to be heard with respect to the social, economic, and environmental aspects of the program of projects, and for the use of federal funds apportioned to Escambia County. This proposed Program of Projects, including any amendments, becomes the final Program of Projects when approved by the Board of County Commissioners after receiving comments at the scheduled public hearing.  In the event changes are made to the program at the public hearing, a revised Final Program of Projects will be published.

 

The total available amount for a program is based on funding authorized under the Fixing America’s Surface Transportation (FAST) Act and the Further Continuing and Security Assistance Appropriations Act, 2017 (Pub. L. 114-254).  Federal Funding available to Escambia County under the Urbanized Area Formula Program (Section 5307) in FY23 is $4,763,488.  

 

100% federal funding is available for the mass transit capital projects through the use of $440,872 in Florida Department of Transportation (FDOT) Transportation Development Credit revenue as a soft match credit for federal capital project funds.  This effectively reduces the local match required for obtaining federal funding.  

 

Escambia County Area Transit (ECAT) provides fixed route transportation throughout the Pensacola Urban Area. Escambia County is the Community Transportation Coordinator and the County has contracted ITL Solutions, to provide Paratransit Demand Response for ADA qualified persons throughout the County.

 

Escambia County offers reduced fares for elderly and citizens with disabilities on the fixed route service at all times.

The proposed project will not have a significant environmental impact upon the urban service area.

 

Escambia County Area Transit (ECAT) has an affirmative action program to ensure all applicants are treated equally without regard to race, color, religion, sex or national origin.  Escambia County has established the following goal for Disadvantaged Business Enterprise (DBE) participation in overall FTA funded projects:

 

2% of federal funds expended for federally supported projects.

 

The Board of County Commissioners affirms its support of the federal Private Enterprise Participation in the Urban Mass Transportation Program and will assure that consideration is given to the capability of private operators to provide any new, or substantially restructured mass transportation services.

 

At the hearing, the Board of County Commissioners will afford an opportunity for interested persons or agencies to be heard with respect to the social, economic, and environmental aspects of the program of projects, and for the use of federal funds apportioned to Escambia County. Escambia County, Florida is issuing a Notice of Funding Availability (NOFA) to solicit applications for programs that address the strategies outlined in the Escambia County’s 2024 Opioid Abatement Implementation Plan.  A pre-solicitation meeting will be held on Wednesday, July 10th at 9am via Teams and at the Matt Langley Bell, III building 213 Palafox Place, 2nd floor, Pensacola, FL 32502.  Attendance is not mandatory.
